From what I’ve seen, you can definitely view someone’s location through iMessage for free, but it always requires their explicit permission first. There’s no way around that if you want to see their live location.
People usually expect they can just “find” someone’s location without them knowing, but in reality, Apple’s system is built on consent for location sharing. If someone has chosen to share it with you, you’ll see it right in the Messages app.
One thing to keep in mind is that they can also stop sharing at any time.
